The first specialized legal unit appeared in Russia at the Police Department in the year 1880. His servants developed instructions for legal advice. After coming to power, the revolutionary order legal police unit was disbanded. And only at the end of the great patriotic war, the structure was established again as the Ministry of the Interior in connection with new life approaches to feel the sharp dependence of legal support of their activity.

July 19, 1946 year when MINISTRY OF INTERNAL AFFAIRS of the USSR created the legal department. Its task was to monitor the legality of orders and advice managers in legal matters. Initially, the Division of legal support included 14 people but already with the 50-IES of the legal units began to appear in the regions, and the position of legal counsel was introduced in all Police Department.

Today the Ministry of Internal Affairs of Russia has more than 5 000 lawyers, which every year is produced about 500 thousand legal examination of normative acts and legal documents. MIA's lawyers defended their office property interests in the courts, that prevents expenditures of several million rubles. The legal service of the Ministry of personnel is informed about new legal acts concerning the activities of the internal troops.

Given the importance of these professionals work to be performed, as well as to enhance the role of legal entities with 2003 year every July 19 in Russia marks day of the legal service of the Ministry of internal affairs.
